Fines on foreign registered cars while driving in UK?

I’ve been checking on the net, there’s too much talk about a “EU-wide traffic fine system” that allows a country to send the bill to a driver from another country who broke the speed limit or something. But nothing concrete, and apparently the only country where this happens is Ireland. I live in Dublin, and normally observe speed limits, but walk a little bit more afraid in Northern Ireland, because as that is part of “Big-Brother land” (UK), I know it’s full of cameras there. But I’m spending 4 days in Scotland now, and was wondering how someone with an Irish registered car is likely to get a fine. Just for my record, guys, as I (say once more) do respect my 30/60/70 mph. No No No. Foreign drivers get away with speeding. I’m a prime example …..caught three times in Ireland, no fine or points. You will not get a fine in Scotland either.
