What is the best/ cheapest SLR digital camera for a beginner (potentially serious) photographer?

Key words “Reasonably Priced”
Okay, at the most basic level, ANY of the digital SLRs out there, from the lowest priced to the highest price will do what you are asking above. And frankly, the body is less important than the lenses you select. Finally, the photographer will be the biggest variable, much more so than any camera or lens.
So, in terms of camera quality, there’s essentially 4 price tiers:
Low priced:
Pentax K100D (under $500), Nikon D40 (often available under $500), D40x, Canon Rebel XTi, and the older Canon Rebel XT (under $500)
Middle-priced:
Nikon D80, Pentax K10D
High-end enthusiast, low professional, high price:
Fujifilm S5 Pro, Nikon D200, Canon 40D, Canon 5D
Professional; astronomical price:
Nikon D2xs, Nikon D3, Canon 1D series.
My recommendation? If you can afford a Nikon D80, that’s an excellent choice. If that’s out of your reach, you’ll be happy with any of the low-end cameras, although the autofocus lens selection for the D40/D40x is slightly more limited than the D80. The Canon XT is a particularly good buy if you can find it (it was available at http://www.buydig.com when i checked).
Things to pay attention to for a lens:
1) will it fit your camera?
2) will it autofocus with your camera or manual focus only?
3) what focal lengths does it cover (from how wide to how much telephoto)? Will it do what you want/need?
4) what is the maximum aperture?
5) build quality?
6) and finally, price.
